Obama challenges China; video trips up Romney

CINCINNATI - President Barack Obama lodged an unfair-trade complaint against China Monday and immediately used it as a wedge against Republican challenger Mitt Romney, whose beleaguered campaign is trying to regroup after a shaky few weeks.

Obama told voters in Ohio, where the auto industry is important, of his administration's new push for the World Trade Organization to sanction China for subsidizing exports of vehicles and auto parts -- and costing American jobs.

Romney responded quickly and dismissively. Obama "may think that announcing new trade cases less than two months from Election Day will distract from his record, but the American businesses and workers struggling on an uneven playing field know better," the Republican said.

Referring to his own criticism of Obama, he said, "If I'd known all it took to get him to take action was to run an ad citing his inaction on China's cheating, I would have run one long ago."

However, it was Romney's own campaign that preoccupied many GOP activists around the country Monday.

Romney allies tried to dampen growing complaints that the campaign fumbled opportunities at its August convention, on foreign unrest and, most crucially, on the U.S. economy, which is seen as Obama's weakest point.

Campaign adviser Ed Gillespie, in a conference call with reporters, said voters want more details about Romney's tax and spending proposals, and he promised they will come.

"We're not rolling out new policies," Gillespie said, but the campaign wants people to "understand when we say we can do these things, here's how we're going to get them done, and these are the specifics."

Obama continued to taunt Romney for gaps in his deficit-cutting promises. It wasn't immediately clear when Romney might start offering more specifics.

Deficit hawks have long urged politicians of all stripes to tell voters the painful truth that services must be cut and/or taxes must be raised to slow federal deficit spending.

Romney addressed another sensitive area Monday, immigration, in his speech to the U.S. Hispanic Chamber of Commerce in Los Angeles.

He pledged to work with both parties to "permanently fix our immigration system." He said a fair and efficient system would never be achieved "if we do not first get control of our borders."

The careful language underscored the fine line Romney must walk between appealing to Latino voters and angering conservatives who oppose proposals for pathways to citizenship for some illegal immigrants.

Republican activists have watched with growing concern as opinion polls suggest Obama has opened a small lead over Romney since the parties' late-summer conventions. Some conservative writers have complained for months that Romney needs to put more details behind his pledges to tame the deficit while also preserving all tax cuts and expanding military spending. Others say Romney mishandled a chance to criticize Obama's foreign policy last week when the Republican nominee issued sharp remarks in the opening hours of fast-changing and complicated episodes of violence aimed at American facilities in the Middle East.

On Sunday, Politico reported significant tension and disarray in the Romney campaign. Particularly chaotic, according to the account, were efforts to draft Romney's acceptance speech at the Tampa, Fla., convention. The speech drew lackluster reviews in general, and rebukes from some for making no mention of U.S. troops in Afghanistan and Iraq.

Romney played down the reports in an interview with Telemundo. "I've got a terrific campaign," he said. "My senior campaign people work extraordinarily well together. I work well with them."

With 50 days until the election, Romney's camp unveiled new TV ads and planned a renewed focus on policy in campaign appearances by the nominee, his running mate, Rep. Paul Ryan, and top surrogates.

Obama, speaking in Cincinnati soon after Gillespie's conference call, seemed eager to challenge the notion that Romney will detail potentially painful changes Americans will have to accept to slow the fast rise in the federal debt.

Obama's own spending plans would not balance the budget. But he has offered more detailed tax-and-spending proposals, in part because he must present budget proposals to Congress. In Ohio on Monday, Obama noted that he, unlike Romney, would raise taxes on households making more than $250,000 a year. Romney's platform, the president said, "doesn't add up."

"They say the most important thing we have to do is reduce the deficit," Obama said. "Then the first thing they do is to spend trillions of dollars more on tax breaks for the wealthy."

Former Fiesta Bowl exec gets probation in campaign-finance scheme

Natalie Wisneski, the Fiesta Bowl's former chief operating officer, was sentenced Monday in U.S. District Court to two years' probation after admitting her participation in an illegal campaign-finance scheme that enveloped in scandal one of college football's signature post-season events.

Wisneski, 48, pleaded guilty to a felony conspiracy charge.

Although she also was fined $100, she was spared jail time because she helped federal and state prosecutors build cases against other current and former Fiesta Bowl employees, including her brother.

Those employees also engaged in the illegal scheme in which they were reimbursed with bowl funds for making contributions to political campaigns.

Six current or former Fiesta Bowl employees, including ex-CEO John Junker, have pleaded guilty to state or federal crimes stemming from investigations that began after The Arizona Republic in December 2009 uncovered the campaign-contribution scheme.

Four of those defendants pleaded guilty this year to misdemeanors in state court. Each was sentenced to pay a fine of up to $4,600, and one ex-officer also was sentenced to 66 hours of community service.

Anthony Aguilar, Wisneski's brother and the bowl's director of community and corporate relations, was sentenced earlier this year to one year of supervised probation and ordered to pay a $4,500 fine.

Junker, who awaits sentencing in state and federal courts, has paid the bowl $62,500 in restitution.

Former bowl lobbyist John MacDonald recently pleaded guilty to a misdemeanor for not properly disclosing spending on travel for lawmakers while currying their favor on behalf of the bowl. He is awaiting sentencing.

Wisneski made a brief statement in court Monday apologizing to the Fiesta Bowl and others for her mistakes. About 20 family members and friends attended.

"I am deeply burdened," Wisneski said, addressing U.S. District Judge James Teilborg. She conceded that laws were broken but that it was never her intention.

A Fiesta Bowl spokesman declined to comment.

Wisneski, by her own admission, was a central figure in the campaign-contribution plan that began in the early 2000s and lasted until around 2009.

She was responsible for reimbursing with bonuses certain employees who made personal financial contributions to local, state and federal candidates.

The bowl reimbursed 11 staffers for more than $40,000 in political donations.

The contributions were intended to gain favor with politicians in positions to pass legislation favorable to the Fiesta Bowl, or to stop bills that could harm the organization.

The bowl took state legislators on expensive out-of-town trips for the same purpose.

Both practices have ended.

Candidates who took contributions from bowl employees have said they were unaware of the illegal scheme.

The Maricopa County Attorney's Office examined the roles of politicians who took gifts from the bowl without properly reporting them, but it charged no one.

Wisneski, prior to Monday's sentencing, had pleaded guilty to one federal felony conspiracy charge as part of a plea agreement with federal prosecutors.

She faced up to a year in prison. The federal government in November 2011 indicted her on nine charges, seven of which were felonies.

Wisneski said during the hearing that she "owned up" to her mistakes and did not shy away from offering evidence that incriminated herself.

John Leonardo, U.S. attorney for Arizona, had stated in court filings that his office agreed to probation, citing her "full and continued cooperation" with law enforcement.

Wisneski did not face any state charges because she also has helped the Arizona Attorney General's Office in its investigation of related matters.

The state continues to investigate Gary Husk, a former lobbyist for the bowl who has maintained his innocence.

Assistant U.S. Attorney Frank Galati in court Monday acknowledged that Wisneski cooperated with law enforcement and said that she posed no danger to the community. He also said Wisneski no longer has a substantial job with perks.

Wisneski, a Tempe native, dropped out of college and began working at the Fiesta Bowl in 1989 as an entry-level accounting clerk.

Three years later, she was promoted to assistant controller. Following a series of promotions, she was elevated in 2006 to chief operating officer, the second-highest position at the bowl.

She was forced to resign in March 2011, following the bowl's independent investigation. That probe uncovered widespread financial mismanagement under Wisneski's watch and confirmed The Republic's findings of a campaign-finance scheme.

Wisneski had a total compensation of $363,261 her last year on the job, bowl records show.

The bowl also paid for her golf-club membership, vehicle and cellphone allowances and reimbursement for home Internet, satellite radio and television.

In 2009, the bowl paid for her to attend a Hispanic businesswomen's retreat in Paris.

James Burke, Wisneski's attorney, said there was no doubt his client participated in the scheme, but he said Wisneski followed the orders of her boss, Junker.

Burke also said Wisneski received no financial benefit from the scheme.

Junker's attorney has agreed, saying previously that Junker was her supervisor and "was directly involved in the activities she engaged in." Junker's attorney could not be reached for comment Monday.

Burke added that Wisneski currently is unemployed and that she divorced last month.

"We are happy with probation. I don't know if she deserved a felony, but we are happy with the sentence," Burke said. "This will be with her for the rest of her life."

Hezbollah supporters rally against anti-Islam film

BEIRUT -- The leader of the militant Hezbollah group exhorted hundreds of thousands of supporters in a rare appearance Monday to keep up the campaign against an anti-Islam video that has unleashed deadly violence and anger at the United States across the Muslim world.

Although the massive rally in Beirut was peaceful, protesters in Afghanistan set fires near a U.S. military base, clashed with police in Pakistan, where one demonstrator was killed, and battled with officers outside the U.S. Embassy in Jakarta, Indonesia, the world's most populous Muslim country.

The turmoil surrounding the low-budget video that mocks the Prophet Muhammad showed no sign of ebbing in the week after protesters first swarmed the walls of the U.S. Embassy in Cairo.

Four Americans, including the U.S. ambassador to Libya, died amid a demonstration in the eastern Libyan city of Benghazi.

At least 10 protesters have died in the riots, and the targeting of Western diplomatic sites has forced Washington to increase security in several countries. Diplomats at the U.S. Embassy in Beirut destroyed classified material as a security precaution, according to a State Department status report.

U.S. officials say they cannot limit free speech and Google Inc. refuses to do a blanket ban on the YouTube video clip. This leaves individual countries putting up their own blocks.

Nasrallah calls for 'serious campaign'

The appeal for sustained protests by Sheikh Hassan Nasrallah, the leader of Lebanon's powerful Hezbollah group, could stoke more fury over the video, "Innocence of Muslims."

Nasrallah has rarely been seen in public since his group battled Israel in a month-long war in 2006, fearing Israeli assassination. Since then, he has communicated with his followers and gives news conference mostly via satellite link.

He spoke for about 15 minutes before a rapturous crowd estimated by police at about 500,000, many with headbands of green and yellow -- the colors of Hezbollah -- and the words "at your service God's prophet" written on them.

Nasrallah, who last appeared in public in December 2011 to mark the Shiite holy day of Ashoura, warned of serious repercussions if the U.S. does not ban the film and have it removed from the Internet.

"The world should know that our anger is not a passing thing. ... This is the start of a serious campaign that must continue all over the Muslim world in defense of the prophet of God," he said.

"As long as there's blood in us, we will not remain silent over insults against our prophet," Nasrallah said, calling for a series of demonstrations this week to denounce the video.

Monday rally remains peaceful

Hezbollah's rallies seem aimed at keeping the issue alive by bringing out large crowds.

But the group, whose reputation across the Arab world has suffered over its support of the Syrian regime, also appeared to be trying to ensure it did not spiral into violence.

Notably, Hezbollah held Monday's protest in its own mainly Shiite stronghold of Dahieh in south Beirut, far from the U.S. Embassy or other international diplomatic missions. Protesters demonstrated their fury by punching their fists in the air as they shouted anti-U.S. and anti-Israel slogans, but remained peaceful.

One politician, former Lebanese President Amin Gemayel, sharply criticized Hezbollah's call for protests, saying there were no guarantees they would remain peaceful.

The movie portrays the Prophet Muhammad as a fraud, womanizer and child molester.

New school lunch guidelines: Fewer calories, more fruits, veggies

It's lunchtime at Abraham Lincoln Traditional School in Phoenix and third-grader Kenny Talavera is at the fruit and salad bar. He stands on his toes, using a pair of metal tongs to pile strawberries on his tray.

Kenny is quick. He manages to heap half his tray with about a dozen red, ripe fruit before lunch clerk Kim Bradfield notices and calls out, "That's enough, Kenny."

Kenny flashes her a wide-eyed look, as if he's been caught with his hand in the cookie jar, and Bradfield smiles back. "I like strawberries," the 9-year-old boy says, as he walks away with a tray of fruit, baked chicken nuggets and 1 percent regular milk.

He sits down at a rollout table with the rest of teacher Jennifer Cowlthrop's third-grade class and rests his strawberry-heavy plate next to those filled with fat-free chocolate milk, strawberry-kiwi fruit slushies, purple grapes, steamed broccoli and baked potatoes.

Kenny and the other students don't notice, but there are only five chicken nuggets on their plates - one less than last year. The potato toppings have been updated to reduced-fat cheese and turkey bacon, and the fruit slushy is 100 percent juice.

The changes are typical of those being made across the country, where school districts are tweaking menus to meet new nutritional standards for school lunches mandated by the Healthy, Hunger-Free Kids Act. Signed into law by President Barack Obama in 2010, the USDA regulations went into effect July 1.

The law marks the first major update to the National School Lunch Program guidelines in 15 years. They aim to improve overall health by providing more nutritious meals and to combat childhood obesity by decreasing calories, saturated fat and sodium.

Healthy Dining: Restaurants find healthy choices a tough sell

"The idea isn't to get calories into kids, but to help fill nutritional gaps in children," said Margo Wootan, director of nutrition policy at the Washington, D.C.-based Center for Science in the Public Interest.

"School lunch is a very important source of nutrition for low-income students," she said. "And a lot of middle-income parents would rather buy their kids lunch, but they don't have confidence in the program. Buying a hot, healthy meal for $2.50 is a really good deal. Hopefully, these new standards will help boost their confidence in the school lunch program."

The law, developed in accordance with the Dietary Guidelines for Americans, calls for larger portions of fruits and vegetables, more whole grains, less sodium and the elimination of trans fat in school lunches.

The minimum calories allowed per lunch were reduced, and a calorie maximum was set for the first time. Now, lunches are capped at:

650 calories for Grades K-5.

700 calories for Grades 6-8.

850 calories for Grades 9-12.

Milk can be at most 1 percent fat, while flavored milk, such as chocolate or strawberry, must be fat-free.

5 meal components

Alysia Quijada is the last of Cowlthrop's class to go through the lunch line.

As a kindergartener, Alysia brought her lunch because she didn't like the cafeteria food. She started eating at school over the last two years, after noticing more and tastier choices.

"She's commented on the food changes," said Alysia's mother, Heather Quijada, 33. "She said she has to have fruit and vegetable, and there's a bigger variety. She's happier about that. She eats fruits and vegetables at home, but I'm never sure if she eats them at school because they're chatting. If schools offer fruits and vegetables, it gives them a chance to eat the right stuff."

After washing her hands at the sinks directly outside the cafeteria, the 8-year-old picks up a tray and loads it with a fruit slushy and half-pint carton of fat-free chocolate milk. Alysia slides her tray down the line, moving quickly and adding items without hesitation.

Like many Arizona schools, Abraham Lincoln Traditional follows the Offer Versus Serve method, which minimizes waste by allowing students to choose what they put on their trays.

Alysia skips the steamed broccoli and grabs the chicken nuggets, one of her favorite lunch items. Passing the baked potato, and then the peanut butter and jelly with crackers, she picks up a pack of grapes.

At the end of the line, Bradfield, the lunch clerk, looks at her plate, checking to see that Alysia has the minimum elements.

"We used to average the nutrition over a week, but now have to make sure we hit certain components," said Connie Parmenter, nutrition services director at Washington Elementary School District, which includes Abraham Lincoln Traditional.

Last year, the U.S. Department of Agriculture ditched the food pyramid model and adopted a circular plate divided into five portion components: meat or meat alternate (protein), grains, fruit, vegetable and milk (dairy). A student must have three of the five components on his or her tray to be considered a meal.

To qualify as a reimbursable meal, a student must have at least a half-cup of fruit or vegetable per meal.

New this year, meals must also include vegetable subgroups of dark green, red/orange, legumes, starchy and "other."

For example, broccoli and romaine lettuce qualify as dark green, red peppers and carrots as red/orange, hummus and bean burritos as legumes, corn and potatoes as starchy, and onions and cucumbers as other.

Alysia has three of the five components, and Bradfield gives her the OK. Like every other student, Alysia pays by punching her six-digit ID code into a pin-pad.

Students memorize their ID codes in kindergarten, and use them through eighth grade. Replacing cash with digital payment makes lunch more efficient and protects the identity of students enrolled in the free and reduced lunch program.

"No one can see who's paying and who isn't but me," said Bradfield, who monitors both students plates and a computer screen.

Funding healthy lunches

The National School Lunch Program has been around since 1946. Today, the roughly $10 billion program feeds more than 31 million students across the country. More than 65 percent of Arizona's 1 million-plus students participate in school lunches.

Schools that participate get cash and free agricultural commodities, such as tomatoes, meat and cheese. In return, schools must offer free and reduced-price lunches to low-income families.

Families with an income of up to 130 percent of the poverty level - $29,064 a year for a family of four - are eligible for free meals.

Those earning up to 185 percent of poverty level - $41,348 for a family of four - qualify for reduced-price meals.

About two-thirds are eligible for free and reduced-price lunch in Arizona, on par with the national average of 67 percent.

The federal government reimburses districts $2.86 for free meals, $2.46 for reduced-price and 27 cents for full-price meals. The reimbursement rates are the same for every school nationwide, regardless of meal cost.

The Healthy, Hunger-Free Kids Act includes $4.5 billion in new funding over 10 years. That includes an additional reimbursement of 6 cents per meal starting in October for schools that meet the new nutrition guidelines. It will be the first significant reimbursement rate increase in more than 30 years.

Alysia and the rest of Cowlthrop's class are finished eating in 18 minutes, giving them about 20 minutes outside to play soccer and swing on the playground.

Alysia ate all her food, while some of her classmates threw away a Gala apple, florets of broccoli, partial potatoes and half-eaten salads.

"It takes the kids longer to eat an apple or whole pear," Parmenter said. "But I think the changes are working; they're taking more fruits and veggies."

Little Kenny sure is.

Jeb Bush, Phoenix attorney to write book on immigration fixes

Former Florida Gov. Jeb Bush is teaming up with conservative Phoenix attorney Clint Bolick of the Goldwater Institute to write a book detailing their take on how to solve illegal immigration and fix the nation's broken immigration system.

Bolick, known nationally for his work promoting school-choice policies, said he shares Bush's views on immigration and believes the harsh enforcement stance taken by some Republicans, including many GOP leaders in Arizona, is driving away Latinos, whom the party should be trying to attract.

"Jeb Bush has obviously been a national proponent of immigration reform, and over the years it became clear that his views and mine were very similar," Bolick said in an interview with The Republic.

Bush, considered by many to be a potential GOP presidential candidate in 2016, is among a growing number of influential Republicans who want to see the party drop the harsh rhetoric on illegal immigration and adopt what they consider to be a more practical, market-driven approach that helps businesses and doesn't break up families.

Bush, whose wife is Hispanic, is the brother of former President George W. Bush, who unsuccessfully pushed for similar immigration reforms during his administration. They are the sons of former President George H.W. Bush.

"There has long been a wing of the Republican Party that has been very forward-looking in terms of a compromise on immigration," and that wing includes both Jeb Bush and George W. Bush, said Louis DeSipio, a political-science professor at the University of Califoria-Irvine.

"The dilemma, of course, is that the vast majority of the members of the House of Representatives who shape policy these days are really not part of that wing," DeSipio added.

DeSipio said the GOP, however, is facing growing pressure to change its stance on immigration from industries experiencing labor shortages.

Some Republicans also are recognizing that harsh rhetoric on immigration is driving a growing number of Latino voters to the Democratic Party, he said.

"The recognition is that over time, nationally the Republicans will not be able to win if they are routinely losing Latinos" to Democrats, DeSipio said.

Bolick said Arizonans have legitimate concerns about illegal immigration, and he agrees with those who believe the federal government isn't doing a good job policing the border. He also agrees that states have a "vitally important" role in enforcing the law.

"But going out and rounding up people for no other offense than having broken taillights on their cars, that shows hostility rather than a genuine desire to solve the problem," Bolick said.

The book, called "Immigration Wars: Forging an American Solution," will be published in the spring by Threshold Editions, an imprint of Simon & Schuster that publishes books with conservative viewpoints.

Bolick said he is writing the book as part of his work as a research fellow at the conservative Hoover Institution at Stanford University.

The details are still being worked out, but one of the major points the book will make is that America needs more immigrants, both high- and low-skilled, to help pay for public welfare benefits because more people are retiring and fewer people are being born, he said.

Bolick said the book will oppose amnesty, which he defined as allowing illegal immigrants to become citizens without facing penalties. Instead, the book will call for letting illegal immigrants become legal permanent residents as long as they have clean records and pay substantial fines. Those who wanted to become citizens would first have to return to their home country and apply from there, he said.

The book is sure to rankle conservatives who oppose any kind of lawful status for illegal immigrants.

Bolick said the book will also advocate that the United States revamp its visa system by giving green cards to immigrants based more on their job skills to meet labor demands in the U.S. and less on family ties. That idea is similar to a proposal included in an overhaul of the nation's immigration system that Sen. Jon Kyl, R-Ariz., helped draft in 2007 as part of a compromise with Democrats. The legislation failed.

Under the current system, immigrants who become legal permanent residents or naturalized citizens can petition for a wide circle of family members, including parents, children and siblings. Bolick would like to see the family-based visa system limited only to parents and non-adult children.

"Chain migration has been the 800-pound gorilla," Bolick said. "It shuts out people we desperately need."

Bolick said that instead of states passing enforcement laws, such as Arizona's Senate Bill 1070, he would like to see them partner more with the federal government through programs such as Secure Communities and 287(g) to deport illegal immigrants who commit state crimes. Those programs, however, have drawn criticism from immigration advocates who say they encourage racial profiling by police and have led to the deportation of large numbers of illegal immigrants who committed only minor offenses such as driving without a license.

Bolick said the Republican Party ought to be reaching out to Hispanics but the illegal-immigration stance by GOP leaders in Arizona is driving them away from the party.

"Ronald Reagan once said that 'Hispanics are Republicans, they just don't know it yet,' " Bolick told 12 News. "We share an awful lot of values, like entrepreneurship and conservative social values. But Republicans in Arizona, it almost seems like their goal in life is to alienate Hispanics."
